Restyle: polka dot skirt

Last week while thrifting, I found a long blue and white polka dot skirt. It was not my size or my style necessarily, but I liked the material and there was a good amount of it. It was only 1.99 so I bought it knowing I could do something with it. My original thought was to use the material to make a shirt. I have a blue polka dot shirt on my lust list from a month or so back. But I chickened out. I am scared of making shirts, they seem so complicated with the sleeves and neck hole and everything. Lol! Maybe one day I'll be brave and try it. Anyway, I came up with making a shorter flowy skirt since the last time I tried to make a flowy one it didn't work and ended up...
