Do Not Feed The Waterfowl

While taking these photos, I spotted baby geese and ducks walking around. An older woman was feeding them bread despite a massive sign that read "Do Not Feed the Waterfowl." Apparently some guy in the neighborhood has it out for her and has called the police before for feeding them. I really don't see what the harm is...
